Most guilds are legal entities, chartered by the
High Council. The charter specifies the internal organisation
of the guild, the authority of the guildmaster or other leader,
taxes and obligations owed to the city, and guild privileges granted
by the City, such as exclusive licences or monopolies.
The Regent of the Guilds is the Government
watchdog and liaison to the guilds. By law, he has review and
veto power over the official policy of all guilds, and it is his
responsibility to ensure that each guild honours its charter obligations.
Should a guild not live up to its charter, the Regent can recommend
revocation of its charter? The Regent is grossly overworked and
sometimes unable to fully perform his duties. Many guilds strive
to evade the Regents authority as much as possible.
Thieves and Thugs Guilds
are illegal and therefore would immediately be shut down if discovered
by the Honest Watchers.
It is the duty of every citizen to be a guild member.
After all our wonderful city gives so much, it is only right to
give back something in return (any dissenting citizens should
apply in person to the city magistrate who will be quite happy
to give the alternative!) Guildmembers tend to get higher pay.
Freelancers are frowned upon (or worse).
